You&#039;ll find a few overachievers in any organization, but for the most part, people tend to perform at the level expected of them. The bar Tucker has set for research and his strategic planning in the department is pathetically low (see my many posts about the problems with his recruitment package as one example), and this is the result.

Mullnix, who by all appearances was assigned this &quot;research&quot; task despite having no expertise in the area and despite being burdened with all of the everyday duties and responsibilities of running an entire division at OPD.  Ever since Chief Tucker shuttered OPD&#039;s once-vaunted Research and Planning Division, these kinds of tasks appear to be farmed out to anyone willing (or unwilling) to shoulder yet another request from Council to evaluate this or that pet project.  It&#039;s no wonder that the results smack of careless plagiarism.</description>

		<description>Long time lurker, first time poster. I&#039;m finally peeved enough to post! This is disgusting, pathetic, and oh-so-indicative of the pervasive laziness and apathetic attitude shown by city/state employees. The employee(s) that did this should be fired and sent back to high school . I love Oakland--lived here for 8.5 years, but between Tucker and Dellums, it feels like we keep digging ourselves into a deeper hole.</description>

		<description>Mostly it sounds like someone got tired of writing of their book report and stopped after 3 pages.  Hmmmm, interesting.  Curious which staff person wrote the report!  They have some explaining to do, but will anyone hold them to such an explanation?  Because along with explaining why they clearly got the info from the Justice Department report, it should also be asked if there is any other info out there.  And were references cited appropriately?  That&#039;s what we go to college for, right? </description>
