It does not matter if you are running a business, a government agency or a charity without a strong determined leader you have chaos and complete disarray. The money wasted on the public works department who has to do everything 3X before they kinda get it right. All this is a direct result of poor leadership. I agree the city council is incompetent and should be replaced as well but you still need a single leader with a vision for moving Oakland forward.
